The "SBHC" National Census - A Webinar

The NASBHC National Census Survey provides
the only source for valuable information on the demographics,
operations, staffing, and services offered by school-based health
center programs.
The information gathered in the Census provides critical support
to national, state, and local advocacy efforts by assessing the growth
of the field and describing the diversity of the model.
Join us for this webinar to discuss the just released 2007-2008 Census data.
- Describe characteristics of SBHCs.
- Define three SBHC staffing models.
- Discuss highlights and emerging issues found in the data.
Grassroots Leadership
NASBHC Seeks YOUTH Public Investigator Team
We are
looking for a group of six high-schoolers to come on board as our
first-ever Public Investigator Team to capture what, where, and how
health information is delivered and received.
If you know a group of youth who have used a school-based health
center (whether part of a club, organization, or just a bunch of
friends) who may be interested, please pass along this flyer or contact Jan Strozer (jstrozer@nasbhc.org) by April 23, 2010.

State - Preparing for the next budget cycle
The
Oregon Department of Human Services and Oregon Health Authority are
hosting a series of statewide public forums this spring.
Specifically, SBHC advocates should address sustaining the SBHC program by:
- Continuing to support the state’s investment by maintaining
General Fund and Provider Tax funds directed for the operation of SBHCs.
- Ensuring that SBHCs have the capacity and contracts in place
to bill for services through both private and public insurance

The Network is working on our policy priorities for the 2011-2013 budget biennium and legislative session. Please contact Liz (liz@osbhcn.org) with your suggestions for the direction of our policy agenda.
Federal Emergency Appropriation to SBHCs: Guidance Expected this Summer
We
believe that guidance on federal emergency appropriation ($50 million a
year for four years) to SBHCs will be out this summer, probably in
June.
Grants may be used for construction, remodel or equipment and we encourage sites to consider applying for these funds. It
is unclear whether FQHC sponsored SBHCs are eligible to apply for
emergency appropriations, though we expect clarification in the next
two months. The actual language in the bill which details what funds can be used for and who can apply can be found here.
Although a separate federal program for SBHCs was authorized under the
health reform bill, it is unlikely that dollars will be appropriated to
the authorized program through the highly competitive Labor, Health and
Human Services bill to SBHCs in the near future. For now, centers
seeking federal funding opportunities should look to the emergency
appropriations (described above) for support.

Teen Pregnancy Federal Prevention Grants
Oregon Partnership Conference Call Scheduled for April 22, 1:30pm
The
purpose of the Federal Teenage Pregnancy Prevention Grants are to
address high teen pregnancy rates by replicating evidence-based models
and testing innovative strategies.
Funds are available for projects operating in one or multiple
sites with an emphasis on replication of evidence-based models that
have demonstrated impacts on key sexual behavioral outcomes.
Oregon's state-wide private/public partnership, The Teen Pregnancy
Prevention-Sexual Health Partnership (TPP-SHP), will hold an
informational conference call regarding this funding opportunity. Get the details here!

Mental Health Services Survey
The Center for Health and Health Care in Schools
is gathering information from schools and school systems
about the current state of school-based and
school-connected mental health services.
The purpose of this activity is to guide the Center in developing
technical assistance tools and programs based on an assessment of
how school mental health needs are currently being met, by whom,
and how sufficient and effective the services are in meeting student/school system needs.

Alcohol use is among most serious public health issues for young people
A new
report based on data from the National Survey on Drug Use and Health
(NSDUH) shows Oregon in the top 16 states for alcohol use in the past
30 days among people aged 12 to 20.
This validates what we have seen from the Oregon Healthy Teen
survey data, which shows more then 23 percent of Oregon eighth graders
and more than 38 percent of Oregon 11th graders are drinking alcohol on
a regular basis. Read the article here.
May 5, 2010 is the National Day to Prevent Teen Pregnancy
The National School Boards Association endorses the National Day to Prevent Teen Pregnancy.

The purpose of the National Day is to focus the attention of teens
on the importance of avoiding teen pregnancy and other serious consequences of sex.
