The board is accepting applications for board members who can genuinely bring a variety of perspectives on children's health including: Parents of school-aged children using an SBHC, and; Community Leaders with expertise in Communication and Marketing, Education and Health Equity and Policy, or Budgeting and Finance.

Current Leadership
Bill Thomas, President
Bill Thomas, MSW, MSc. is Director of the Washington County Commission on Children and Families (since 2004) and has been involved in the management of human services in both public and private agencies for over 35 years. Bill's wide-ranging experience encompasses planning and administration for aging, community action, family services, health, housing, mental health and substance abuse programs. He has graduate degrees from Portland State University and the London School of Economics.
Sandra Clark, Treasurer
Sandra Clark, MPH, is a consultant for human services and public health organizations in Portland, with clients including Friends of the Children and The Governor's Ending Homelessness Advisory Council. As a high school student at Parkrose, Sandra used her School-Based Health Center, and went on to become a passionate supporter. Sandra's passion is supporting youth to engage their communities in efforts to end violence and attain access to affordable health care.
Elizabeth Guzman
Elizabeth Guzman graduated from Forest Grove High School in 2010, where she served as a youth advocate to plan and open their SBHC. She is a driven advocate for youth leadership, volunteering at the Boys and Girls Club and with the Network to establish the statewide Youth Advisory Council. Elizabeth is a student at Linfield College, studying International Business, hoping to optimize her Latina heritage in the world of youth development.
Stephanie Harvey
Stephanie Harvey has a degree in Human Development, is a certified Foster Parent, and has a long advocacy history for such a young woman. As a student who utilized her SBHC in high school, Stephanie brings first-hand knowledge of what works and what does not work for kids, and hopes to help parents understand the importance of the services there. She has worked for Girl's Inc., Boys and Girls Club and currently is with Self-Enhancement Inc., working to build the bridge between health and education for children.
Michael Ralls
Michael Ralls has worked in high school education for 24 years - 11 as an English Teacher / Journalism Advisor / Football Coach, 8 as a Counselor and 5 as an Administrator. He has worked in the North Clackamas School District for 13 years at Clackamas, New Urban and Milwaukie High Schools. His passion is removing barriers that stand between students and their education. Michael has a bachelor's degree from George Fox University and master's degrees from both Lewis & Clark College and Portland State University.
Vince Roux
With 24 years of building expertise in health care finance and health care policy, Vince Roux, MBA, brings both on-the-ground experience with organizations like CIGNA, Kaiser and Family Care. He also serves as faculty at two universities, teaching the next generation of analysts in health care. With a desire to keep health care affordable, Vince believes individuals should have informed choices about their health care needs, educated about choices, and not limited by their financial needs.

Margaret Stochosky
Margaret Stochosky, FNP, provides primary care services for Oregon City High School’s School Based Health Center. A graduate of the University of Portland, she has provided primary care services in both public health and private health care settings. Involved with School Based Health Centers since 2004, she enjoys providing services to support the well being of our states children and youth and promoting the importance of providing healthcare services to children in a timely and efficient manner through School Based Health Centers.
Tammy Alexander, Past President, Emeritus
Tammy Alexander has over 25 years of experience working with or on behalf of youth, from in-patient treatment programs for chemically dependent adolescents, to advocacy at the state and national level as an adolescent health coordinator for Oregon. She has managed the statewide SBHC program in Oregon for more than 5 years, providing advocacy and technical assistance and training. She also served on the Board at the National Assembly for SBHC. Tammy is a consultant for school health, working on grant and policy development, as well as training on the administration and operations of SBHCs.
